ELDERSBURG, Md. — Maryland’s Roadside Tree Law, passed in 1914, was the first legislation of its kind in the nation. Forward-thinking for its time, the law was enacted to plant and protect trees along public roadways. The law restricted unauthorized signs and advertising within public rights-of-way. Fred W. Besley, Maryland’s first State Forester, played a pivotal role in advancing this landmark conservation effort.
