Syracuse, N.Y. — A man who won a false-arrest lawsuit against two Syracuse police officers is in line to be paid $146,000 by the city.The Common Council is scheduled to vote Monday on whether to approve paying $5,001 in damages and about $141,000 in legal fees to Mario Franco, marking the end of a legal battle that’s lasted seven years, according to a memo from the city’s top lawyer.
