Man faces charges for attempting to drown sister, mom in Otter Tail Lake

- Just before 4 p.m., Otter Tail County deputies were called about a man allegedly trying to drown two victims on the northwest side of Otter Tail Lake in Otter Tail County, Minnesota.
- Officials report the dispute escalated when the suspect became angry with his younger sister and allegedly choked her underwater while pulling his 64-year-old mother by the hair as she intervened.
- A neighbor and family members intervened and freed the 25-year-old and 64-year-old before deputies arrived, and EMS treated the sister for neck, chest and collarbone injuries, transporting her to Lake Region Hospital.
- Two Otter Tail County deputies talked Franklin Michael Dickinson, 42, of Shakopee, Minnesota, out of the water and arrested him without incident, placing him in the Otter Tail County Jail on felony charges.
- Multiple agencies responded, including Battle Lake Police Department, Minnesota Department of Natural Resources, Ringdahl Ambulance and Battle Lake Rescue, assisting EMS while both victims from New Ulm were cared for, and the 64-year-old mother was checked and released on scene.
