UMATILLA COUNTY – Justin Brent Krieger, 36, of Meacham is in Umatilla County Jail, charged with second-degree manslaughter in a fatal UTV crash in June. Krieger suffered serious injuries in the incident that took the life of Monica Kay Low, 38, of Milton-Freewater.
