Perceived as a way of bypassing Parliament, the Prime Minister's proposal to submit to the French a referendum on the budget stirs up already tense relations with parliamentarians. Each of them complains about participating in legislative bottling and immobilism.

By proposing to submit a deficit reduction plan to the popular vote, the Prime Minister met with the Head of State, the guardian of this prerogative, who will speak at length on Tuesday on TF1.
