CLEVELAND HEIGHTS, Ohio -- Residents flooded Monday’s Cleveland Heights city council meeting to decry the Northeast Ohio Sewer District for its abrupt reversal last month when it changed its yearslong stance and recommended removing the Lower Shaker Lake Dam and draining the lake.
