Senator 'encouraged' by meeting with Navy secretary at Portsmouth Shipyard

KITTERY, Maine — Sen. Susan Collins, R-Maine, said she was "encouraged by the reaction" of Navy Secretary John Phelan after he toured the Portsmouth Naval Shipyard for the first time Thursday afternoon.
