I accompanied a friend to Victoria Hospital emergency department recently and it felt less like a medical facility and more like stepping into an all-purpose crisis centre. The emergency department was crowded and kept coming in all night. We waited 14 hours, with nurses and security personnel stretched far beyond their intended roles.
