Jack Mintz: Like it or not, tariffs will be with us for a long while

After the fiasco of the digital services tax, perhaps it’s time for Canadians to better understand international tariff and tax policy objectives. We’re no longer in a world in which the main aim of international policy is to negotiate away tariffs. Tariffs raise revenue and some governments, now including the U.S., see them as a better tax than some others.
