Tallinn's internal audit has identified problems with cash handling and issuing sales permits at Tallinn's markets, the city government's press service announced. According to Mayor Jevgeni Ossinovski, the people who managed Tallinn's markets took a share of the money paid by traders at the markets for themselves.
A shocking report by the internal audit department of the city of Tallinn, released today, has revealed a pattern of years of systematic theft and corruption at markets managed by AS Tallinna Arendused (formerly Tallinna Turud). The investigation, presented by internal auditor Kaur Sirul, describes blatant cash schemes and a complete lack of control.
At the Nõmme and Mustamäe markets managed by Tallinna Arendused, vendors traded without sales permits and permits were issued retrospectively. The city government's internal audit forwarded the suspicions to the prosecutor's office.
