Vulnerable adults 'zombified' and suffered 'systematic abuse' at Muckamore Abbey Hospital that went unchecked for years, inquiry finds
The inquiry heard evidence from 181 witnesses and 333 statements as police investigations and prosecutions into alleged abuse continue.
On Thursday, the public inquiry into abuse allegations at Muckamore Abbey Hospital publishes its final report after submission to Health Minister Mike Nesbitt. The inquiry examined mistreatment of vulnerable patients at the Belfast Health Trust facility in County Antrim.
Health Minister Robin Swann ordered the inquiry in 2020 following pressure from families and reviews. The process began hearing evidence in June 2022 and considered 333 statements alongside oral testimony from 181 witnesses.
Chairman Tom Kark stated it was "highly unusual" for a public inquiry to proceed simultaneously with a large, ongoing PSNI criminal investigation. The hospital remains at the center of the UK's largest-ever safeguarding probe into vulnerable adult abuse.
Glynn Brown, whose son Aaron was a patient, described his nine-year campaign to expose the scandal as a "long, hard slog." He and other families said they had to "fight and claw" for action since abuse first came to light.
Action For Muckamore seeks independent oversight of safeguarding investigations and standalone CCTV legislation for care settings. Campaigners also advocate for an independent learning disability commissioner to prevent future institutional failures.
