On 19 March, the Commission presented its plan to rearm Europe. The executive hopes to mobilise up to EUR 800 billion for the security of the continent by 2030, mainly based on the capacity of the 27 Member States to spend more, taking advantage of a relaxation of national budgetary rules.The Commission sets as a horizon (non-binding) an increase in defence expenditure corresponding to an average of 1.5 percentage points of GDP per capital.
