Independence and Progressive Party cells prevented agreements from being reached

The chairman of the Teachers' Union says the rejection of the local government's internal proposal for a compromise has nothing to do with money, but with politics. The Independence Party and Progressive Party factions within the union have prevented agreements from being reached.
