The Flood Came so Quickly that People Had No Time to React.

Mr. Vo Ta Oi (61 years old, living in Tan My village, Cam Due commune, Cam Xuyen district, Ha Tinh district) looked at the pile of newly harvested rice soaked in water in the yard and said: 'Heavy rain caused the water to rise very quickly and people did not have time to react because they did not expect to be flooded at the beginning of summer'.

The flood came at midnight, leaving many households in Cam Due commune, Cam Xuyen district, Ha Tinh province unable to gather their belongings in time. Floodwaters rushed into their homes, causing great property damage.
