ICE Opens up New Front in War on Fraud with New First-of-Its-Kind Policy: 'On Notice'
HSI says the filings used identical or nearly identical declarations in 32 immigration cases, marking a first-of-its-kind enforcement push against attorneys.
On Tuesday, the Department of Homeland Security fined attorney Vinod Doddamani over $255,000 for filing multiple fraudulent asylum claims, marking a first-of-its-kind enforcement action against immigration lawyers.
DHS General Counsel James Percival issued a directive last month authorizing ICE attorneys to enforce against those filing false asylum claims, explaining that "protection claims like asylum are intended to cover unique and narrow circumstances."
Homeland Security Investigations filed five notices of intent to fine Doddamani for allegedly submitting 64 fraudulent documents on behalf of Indian nationals, with declarations the DHS stated were "identical or nearly identical" in narrative.
Percival stated that "under President Trump, this will no longer be tolerated," emphasizing that holding Doddamani accountable sends a direct warning to other immigration attorneys engaging in fraud.
Previously, the agency had never sought to fine or punish attorneys for allegedly filing fraudulent cases, making this enforcement action a significant shift in the Trump administration's broader effort to curb immigration fraud.
