How Jihadist Groups Like Boko Haram Use AI for Acts of Terror

Former members said the group used chatbots for propaganda and raid planning, with AI also helping fighters improve explosives and weapons tactics.

  • A report published Friday by Cambridge University reveals that Nigeria-based jihadist group Boko Haram uses artificial intelligence for raid planning and tactical operations, based on interviews with more than 20 former members.
  • Experts previously believed Boko Haram deployed AI tools only for propaganda and recruitment; the group now uses these systems as a 'force multiplier' to improve capabilities and accelerate tactical planning.
  • Militants employ Large Language Models including ChatGPT, Claude, Grok, and DeepSeek, using 'jailbreaking' techniques to bypass safety guidelines and extract prohibited information about weapons and explosives.
  • A former member of Islamic State West Africa Province said, "We sent 200 fighters because we had a lot of strength, but then 60 got killed. With the help of AI, we learned that it sometimes makes sense to only send 20."
  • Graig Klein, a specialist in international terrorism at Leiden University, and report author Antonia Juelich warn that AI enables "trial and error without necessarily having to try," underscoring urgent need to strengthen LLM safeguards.
