Hostile forces kidnapped the mayor of Elektrėnai. This scenario was depicted in the exercise "Elektrėnai Shield" organized by the Riflemen's Union, in which different institutions tested how Lithuania can counter terrorist threats and protect local communities in the event of an emergency. Objective: to simulate a threat to local self-government and assess how Lithuanian institutions respond to threats in the event of an emergency.
