Hong Kong Urged to Clarify ‘Extreme Conditions’ Criteria After Record Rainfall

HONG KONG, AUG 7 – The Hong Kong Observatory issued the black rainstorm warning four times in eight days as record rainfall of 355 millimeters caused widespread flooding and disrupted transport and public services.

Business federation representative says existing guidelines are clear while lawmakers and union leaders call for further clarification.
