WISCONSIN, JUL 5 – The bipartisan budget includes $1.4 billion in income tax cuts, $240 million for universities, and expanded child care funding amid a $4.6 billion surplus, officials said.

Democratic Gov. Tony Evers traded tax cuts for increased spending on higher education, schools and child care in a Wisconsin budget compromise with legislative Republicans.
