Indiana Tallies $13M Boost Off ‘Blackout’ License Plate Sales, Invests in BMV Modernization
The surcharge on each plate funds a five-year effort to upgrade aging BMV systems, add kiosks and raise pay for customer-facing workers.
- On Monday, the Indiana Bureau of Motor Vehicles announced its "blackout" license plates generated $12.9 million in the year since launching, funding a five-year agency modernization plan.
- Governor Mike Braun directed the Bureau to modernize its 20-year-old tracking and record support software via an executive order last year, aiming to improve efficiency and customer service for Hoosiers.
- Sales reached nearly 22,000 in the first month and exceeded 90,000 by late 2025, with the optional plate adding $45 to registration fees. "Hoosiers clearly like the Blackout plate," Braun said.
- Upgrades include installing 24/7 BMV Connect kiosks statewide, deploying AI chatbots, and increasing pay for customer-facing employees as part of 13 total agency initiatives.
- BMV Commissioner Kevin Garvey said the plate success allows the agency to reinvest in necessary technology, continuing a five-year modernization effort designed to make doing business with the Bureau faster and easier.
