At around noon on the 12th, a passerby called 119 reporting that "a person had collapsed" on a city road in Yamamoto Minami 1-chome, Takarazuka City, Hyogo Prefecture. An unemployed woman (89) who lived nearby had collapsed at the scene and was taken to the hospital in critical condition, unconscious. The driver of a large motorcycle that had fallen nearby had alcohol in his breath.
