According to EU diplomats, only four countries will be included in the 'high risk' category of the EUDR's country benchmarking.

“The real baddies,” one diplomat said.

Under the European Regulation on Deforestation, the EU plans to include only four countries on its blacklist of high-risk states of deforestation, saving major exporters of raw materials such as Brazil.
