The European Union has withdrawn from a plan to lower the price cap on Russian oil from $60 to $45 a barrel, meaning that the 18th package of sanctions, which foreign ministers are due to discuss on Monday, will not include the harshest measure yet considered to limit the Kremlin's revenue from oil exports.
