No Statutory Mandate to Publish Reasons for Exclusion From Draft Electoral Roll: Election Commission Tells SC
PASHCHIM CHAMPARAN, BIHAR, AUG 10 – The Election Commission of India provided updated elector exclusion lists to political parties during the Special Intensive Revision 2025, covering deceased, transferred, and duplicate voters.
- On August 10, 2025, ECI officials told the Supreme Court it is not statutorily obliged to publish separate lists of persons missing from the Bihar draft electoral roll and shared booth-level non-receipt lists with political parties.
- ADR’s plea sought publication of constituency and booth-wise lists of omitted electors with reasons such as death, migration, or duplication, after the Supreme Court asked the EC to respond on August 6, 2025.
- ECI directed Booth Level Officers to share booth-level lists of individuals whose enumeration forms were not received after August 7, 2025.
- Individuals not included in the draft roll can submit Form 6 with Annexure-D between August 1 and September 1, 2025.
- The Supreme Court of India on July 28, 2025 refused to stay the August 1, 2025 draft voters list publication, following its July 10 directive on the SIR process.
