EU Fails to Agree Israeli Suspension From Research Fund over Gaza

EUROPEAN UNION, JUL 29 – The European Commission's proposal to cut Israel from €200 million in Horizon Europe funds failed due to opposition from key member states, including Germany and Italy.

  • On Tuesday, EU ambassadors in Brussels failed to reach the qualified majority needed to deny Israel partial access to 95 billion euros, EU sources said.
  • The European Commission's motion stems from an EU report, which EU says found Israel had breached human rights obligations in the EU-Israel Association Agreement and failed to implement the July 10 deal for Gaza aid.
  • The Commission’s proposal would bar Israeli start-ups from participating in disruptive innovations and emerging technologies, and Israel would lose access to €200 millions' worth of Horizon’s European Investment Council grants.
  • Member states remain divided as Hungary, Bulgaria and Czechia opposed action while The Netherlands, Ireland, France, Luxembourg, Slovenia, Portugal, Malta and Spain backed the measures, and Germany and Italy requested more time in the coming weeks.
  • Meanwhile, humanitarian agencies report over 60,000 deaths in Gaza as the war worsens, and over 130 people, including 88 children and infants, die from hunger, according to Hamas-run Gaza Health ministry.
