Labour Minister Hajdu is pushing for earlier engagement with federal mediators to reduce strikes and lockouts. She calls mediation "the most important tool" at the government's disposal.
The government triggered Section 107 of the Labour Code eight times between June 2024 and August 2025 to end disputes. Senator David Wells of Newfoundland and Labrador called the controversial power a "hammer" that should be used sparingly.
Rejecting the Senate report, Canadian Labour Congress president Bea Bruske argues it "gets it wrong," claiming proposals to limit work stoppages weaken fundamental workers' rights. She urged the government to focus on strengthening collective bargaining instead.
Economic anxiety regarding artificial intelligence and trade disruption creates "tricky situations" for negotiations, Hajdu noted. She warned that fear of the future makes it difficult for employers and unions to commit to long-term collective agreements.
Federal mediation helps avoid strikes or lockouts in 95 per cent of cases, according to the minister. The ongoing federal Labour Code review continues seeking stakeholder feedback on collective bargaining timelines and health protections.
