A convicted war criminal based in Uganda has announced a new rebel movement intent on toppling the government in eastern Democratic Republic of Congo's (DRC) Ituri province, creating another potential security threat in the war-scarred region.

The consultations initiated by President Tshisekedi for the formation of a government of national union resume on Monday 31 March in Kinshasa. A week later, the opposition remains in its position and still refuses such a proposal. For its part, the regime believes that the government of national union should be able to deal with the aggression of the country by Rwanda that supports the M23 rebels.
