- As a result of this decision, colleges and universities in Oregon and California can no longer provide TRIO program services, such as admissions counseling, financial planning, and tutoring, to students without permanent legal status, affecting several universities and potentially impacting the $17.5 million annual TRIO allocation Oregon receives.
