Russia to ask reservists to defend refineries after Ukrainian attacks
About 2 million Russian reservists will undergo training to guard critical infrastructure from increased Ukrainian drone attacks, Defense Ministry officials said.
- On October 22, Vice Admiral Vladimir Tsimlyansky said Russia's Defence Ministry proposed sending reservists on special training to guard energy facilities, transport hubs and oil refineries.
- Heightened threats from long-range UAVs prompted Tsimlyansky to highlight increased strikes on critical infrastructure and residential areas by Ukrainian armed formations, while officials said they aim to involve the most trained citizens to protect civilian life-support facilities.
- Before deployment, reservists will undergo firearms, engineering and medical training under Defense Ministry instructors with combat experience, and call-ups would happen by presidential decree while regional employers retain jobs and pay during training.
- The defence ministry was explicit that reservists will not be involved in the Kremlin's `special military operation` nor used outside Russia's borders, and Tsimlyansky said the changes do not amount to mobilisation.
- Currently, Russia fields around 700,000 fighting in Ukraine and 2 million active reserves, while President Vladimir Putin ordered the regular army expansion to 1.5 million.

Russia's army top brass said on Wednesday it would seek to use reservists to defend civilian infrastructure such as oil refineries after a sharp rise in Ukrainian drone attacks deep into Russia over recent months.
