Despite objections from the Taylor County Commission and the Taylor County Development Authority (TCDA), the Florida Department of Environmental Protection (FDEP) has published notice of a draft permit that would allow Foley Cellulose to move the discharge point of the now-closed mill’s treated effluent from the end of the pipeline near the mouth of the Fenholloway River back to its original discharge point near the mill site.
