Dallas Employees to Take Mandatory Furlough Days Amid Financial Shortfall
About half of Dallas’ civilian workforce will take unpaid days off as officials try to close a $30 million budget gap.
On Tuesday, Dallas announced more than 4,200 city employees must take three unpaid furlough days to address a $30 million budget shortfall, with dates set for July 10, September 4, and September 28.
Rising police and fire overtime, declining sales tax revenue, and increased medical claims drove the shortfall, with the Employee Health Benefit Fund alone exceeding its budget by $13.8 million.
Police officers, firefighters, paramedics, and 911 dispatch personnel are exempt from furloughs, as are workers in self-funded enterprise departments including Dallas Water Utilities and Aviation.
Dallas City Manager Kimberly Bizor Tolbert called furloughs necessary to protect jobs and maintain stability, while Mayor Eric Johnson urged the council to "thoroughly examine every part of our City government" for efficiency gains.
Projections show a potential $51 million shortfall for the 2027 fiscal year as council members debate whether to reduce staff in departments that have grown significantly in recent years or sunset ineffective programs.
