- On October 28, the India Meteorological Department predicts Cyclone Montha will make landfall near Kakinada between Machilipatnam and Kalingapatnam, bringing extremely heavy rain and winds of 90-100 kmph.
- The deep depression over the Bay of Bengal is intensifying, the IMD says, and is likely to develop into a severe cyclonic storm by October 28 with heavy rain through October 29.
- The state government appointed senior IAS officers as Special Officers for coastal and adjoining districts to oversee relief, with Chief Secretary K Vijayanand ordering immediate Cyclone Control Rooms and coordination; RP Sisodia and Ajay Jain lead coastal and Visakhapatnam zones.
- Disaster management teams are on immediate standby as authorities urge coastal residents of Andhra Pradesh to stay indoors; cyclone shelters are activated, government employee leave is cancelled, and NDRF and defence teams will mobilise by Sunday.
