Customs and Border Protection official says new process for tariff refunds could be ready in 45 days
U.S. Customs and Border Protection will automate refund processing of $166 billion in tariffs from over 330,000 importers, reducing manual labor and litigation, agency says.
- Brandon Lord said CBP plans to have an automated ACE tool ready in 45 days to process at least $166 billion in tariff refunds, requiring minimal submission from importers.
- Last month the Supreme Court struck down the bulk of President Donald J. Trump's emergency tariffs, and a judge with the U.S. Court of International Trade ordered refunds this week, with CBP facing an unprecedented volume, Lord said.
- As of March 4, CBP counted over 53 million entries tied to more than 330,000 importers, but only 21,423 importers have electronic accounts while ACE processes just 10,000 lines at a time, making refunds complex.
- CBP told the court it cannot immediately comply and said Judge Eaton must approve the process, with refunds only processed electronically, and importers needing to complete setup.
- Amid operational strain, CBP warned manual refunds would divert personnel from national security work, while Automated Commercial Environment will validate importers filing declarations and aggregate payments to minimize errors.
