Providing excellent community services is expensive. A challenge for almost every municipality is to offset these costs by constantly recruiting and retaining business and industry. In Ohio, cities, villages and townships collect a very small percentage of personal property tax. Public schools receive at least half with the remainder going to libraries, Metroparks, health and human services, etc.
