- Rebel leaders Corneille Nangaa, Bertrand Bisimwa, Freddy Kaniki, and Sultani Makenga will serve as deputies to Kabila in the FRN, group adviser Claude Ibalanky announced at a press conference.
- In a speech on Friday, Kabila accused the government of corruption, poor governance, and military setbacks in eastern Congo, while criticizing its minerals deal with the United States.
- The United Nations and Western governments accuse Rwanda of backing M23 and exercising command and control over the rebels, though Rwanda denies supporting the insurgency.
