Congo, M23 sign framework agreement for peace deal in Qatar
The Doha Framework includes eight protocols to address root causes and humanitarian issues amid ongoing violence that displaced about 7 million people, officials said.
- On Saturday in Doha, the Democratic Republic of Congo government and the M23 rebel group signed the Doha Framework for a Comprehensive Peace Agreement at a ceremony attended by U.S. and Qatari officials including Massad Boulos, senior adviser to U.S. President Donald Trump.
- Qatar has hosted rounds of talks since April, building on a July declaration of principles and an October monitoring deal after M23 seized Goma and Bukavu earlier this year.
- The framework lays out eight protocols, two already signed covering prisoner exchange and ceasefire monitoring, while others address humanitarian access and return of displaced people, Massad Boulos said, "We discussed eight areas of concern, and eight topics the two parties have agreed upon."
- Having missed an Aug. 18 deadline, the framework does not change conditions, with M23 saying it has `no binding clauses` and U.S. envoys calling it a `launching pad`.
- With about seven million people displaced, the remaining protocols will be finalised over the coming weeks as Qatar, the United States and the African Union continue mediation amid ongoing violence.
