The Icelandic Chamber of Commerce has complained to the ESA that subsidies to non-profit housing associations undermine competition and equality in the housing market. Dagur B. Eggertsson, a member of parliament for the Social Democratic Party and former mayor, says it is unlikely that companies' interests are involved in a worse housing market.
The Chamber of Commerce believes that subsidies to housing associations provided by third parties meet all the conditions of the EEA Agreement's provision on unlawful state aid.
