The former President of the Republic Guillermo Lasso raised the need for a national debate about the usefulness of the Council of Citizen Participation and Social Control (CPCCS).

The National Council wants the federal government to be able to prevent foreign takeovers of system-relevant companies if necessary. The State Council wants to debate the idea – and thus contradicts its pre-advising commission.
