- On Saturday, the Centre released draft rules for the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission Act, 2025, for public consultation ahead of the July 1 rollout across all States and Union Territories.
- Replacing the 20-year-old Mahatma Gandhi National Rural Employment Guarantee Act , the new rules establish an institutional, administrative, and financial framework to govern the switchover and ensure continuity of ongoing works and worker rights.
- Draft rules propose utilizing the Sixteenth Finance Commission's horizontal devolution formula for Central allocations, assigning 42.5% weightage to GSDP Distance and 17.5% to population to prioritize funding for larger, poorer States.
- A 16-member National Level Steering Committee, headed by the Union Rural Department Secretary, will recommend decisions relating to normative allocations to States and provide strategic guidance on standards, guidelines, and monitoring mechanisms.
- Feedback on the proposal is open until June 21, while the Centre intends to base normative allocations from the second year on "performance criteria," including timely payment of wages and compliance with social audit requirements.
