- Under current provincial policy, Quebec has opted not to adopt reciprocal billing agreements for most medical services, and `since Quebec does not have reciprocal billing agreements for medical services with other provinces, Quebec residents generally pay for these services out of pocket and are then reimbursed according to Quebec's own rates, rather than the host province's rates,' Health Canada wrote.
- Data show the board was billed $8.9 million by physicians from other provinces in 2024 but reimbursed only $7 million, while professional fees are often not fully covered.
- The Quebec Health Department encourages people to take out private medical insurance for travel outside the province, while residents of other provinces must pay out of pocket in Quebec despite the Canada Health Act covering emergency services.
