By ROB GILLIES TORONTO (AP) — Canadian Prime Minister Mark Carney announced a major Cabinet reshuffle Tuesday, including a new foreign minister, as he assembles a newly re-elected Liberal government. Carney, who replaced Justin Trudeau earlier this year and won election last month, named Anita Anand as foreign minister, replacing Mélanie Joly, who becomes industry minister. Anand previously served as defense minister.
