China proposes export controls on solar-manufacturing technologies
The proposal covers 12 technologies and would require exporters to register certain overseas transfers while China reviews the controls.
On Friday, the Chinese Ministry of Commerce proposed adding 12 photovoltaic technologies to its export-control list, citing the need for greater oversight of solar technologies used in aerospace and national defense.
China's ministry stated that restrictions aim to "guard against the risks of technologies from running out of control" while safeguarding international scientific exchanges and cooperation in sensitive sectors.
Targeted technologies include thin wafers, perovskite, and tandem solar cells, plus large-scale fluidized-bed polysilicon production, while China restricts advanced manufacturing technologies including TOPCon, HJT, and XBC.
Analysts suggest Beijing seeks to preserve its manufacturing dominance as India attempts to build domestic capacity; China has already curbed solar-manufacturing technology exports to India.
Expansion plans for US firms such as Tesla could face obstacles from the new restrictions, while public consultation on the proposal closes November 15.
Beijing wants to control the export of AI and solar technology more closely. The rules are still in preparation, but the first obligations already apply.
China has proposed restrictions on the export of 12 technologies used in the manufacture of solar energy equipment, on the grounds that there are national security concerns, and this step is part of a broader review that also includes the areas of intelligence...
