- Democrats demanded an extension of Affordable Care Act premium subsidies as a condition, but Republicans refused, leading eight Senate Democrats to advance a deal without subsidies and only a December vote.
- The six Democrats who voted with Republicans are led by Henry Cuellar, D-Texas; all are moderates from swing congressional districts, and Adam Gray, D-California announced last week he won't seek reelection in 2026.
- Because subsidies were not extended, millions on Obamacare face higher costs and only two House Republicans opposed the spending bill, showing defections were unnecessary.
- Senate Minority Leader Chuck Schumer faced criticism from many Democrats for failing to rein in defectors, while the deal brokered by eight Senate Democrats included concessions reversing Trump-era federal layoffs.
