AAIB Flags Low Visibility in Ajit Pawar Plane Crash Preliminary Report: 'Tower Manned by Ground Instructor'

The AAIB cited systemic safety gaps at Baramati airport and noted the crew attempted landing in sub-minimum visibility of 3,000 metres, below the 5,000-metre requirement.

  • A preliminary AAIB report found the VSR Aviation-chartered Learjet 45XR attempted to land in 3,000 metres visibility, below the 5,000-metre VFR minimum, and crashed, killing all five on board including Maharashtra Deputy Chief Minister Ajit Pawar.
  • Baramati lacked a meteorological facility, so a ground instructor stationed at one temporary tower estimated visibility using a hand-drawn reference chart and relayed it to the crew.
  • After being cleared to land, the crew at 8:43 reported the airfield in sight and transmitted `Oh St& Oh St&` fourteen seconds later before impact.
  • The AAIB recommended that the Directorate General of Civil Aviation enforce stricter procedures at uncontrolled airfields, while the flight data recorder is under analysis and the damaged cockpit voice recorder was sent to the National Transportation Safety Board.
  • Corroborating reports from INSAT-3DR and regional airports show very shallow fog over Baramati and low visibility at Pune airport and Mumbai between 8:45 AM and 9:12 AM.
