Banks Cannot Impose Charges on UPI Payments of up to Rs 2,000, Govt Says
- The Indian government has notified that banks and system providers cannot charge fees on UPI transactions up to Rs 2,000 and on RuPay debit card payments.
- In 2025-26, 4% of person-to-merchant UPI payments exceeded Rs 2,000, accounting for around two-thirds of the transaction value.
- Legislation has been amended to allow Merchant Discount Rate fees on higher-value UPI and RuPay transactions to support system sustainability and expansion, while small-value transactions remain free.
- The merchant fee for UPI transactions above Rs 2,000 will be capped at 0.4% to maintain the payment system’s infrastructure and technological improvements.
