Angela Rayner withdraws council reorganisation decisions after new legal advice
The review follows updated legal advice and leaves local elections in May 2027 on existing council boundaries, officials said.
- On Monday, the Ministry of Housing, Communities and Local Government withdrew flagship reorganisation plans for Essex, Hampshire, Norfolk, and Suffolk following new legal advice, launching a government review to align with its aim to "rewire the state."
- At least eight councils launched legal challenges against the Government's reorganisation footprints, with Reform-led authorities among those opposing the plans. Reform leader Nigel Farage claimed the decision represents an "embarrassing defeat for Labour."
- Sean Matthews, chair-elect of the County Councils Network, said member councils had "serious concerns" about the process. The Local Government Association insisted there is "no excuse" for the Government's mishandling, citing uncertainty after councils invested scarce resources."
- The Government confirmed local elections in May 2027 will proceed on existing council boundaries. Reorganisation in Surrey remains unaffected, with two new unitary authorities, East and West Surrey, scheduled to go live in April 2027."
- Shadow local government minister David Simmonds criticized the Labour Government, repeating claims that the plans were an attempt at "gerrymandering" and labeling the withdrawal a "total humiliation" for ministers exposed for breaking the law.
