Rise in al Qaeda attacks revives spectre of West African caliphate

MALI, JUL 17 – JNIM's attacks killed over 850 people in May 2025 across Mali, Burkina Faso, and Niger as the group seeks to expand territorial control and impose Islamic rule in the Sahel.

  • On June 1, at Mali’s Boulkessi military base, Jama'at Nusrat al-Islam wal-Muslimin launched a surprise attack, catching newly deployed soldiers off guard.
  • After cutting ties with Western forces and turning to Russia, Jama'at Nusrat al-Islam wal-Muslimin seized Djibo, with an estimated 6,000 to 7,000 fighters emerging as the region's strongest militant group, a Western security source said.
  • Durmaz said JNIM's battlefield tactics have grown sophisticated, using anti-aircraft weapons and drones for surveillance and precision strikes, while collecting resources through raids and imposing a `Zakat` tax for protection.
  • Nsaibia said repeated assaults have unsettled Mali’s and Burkina Faso’s capitals, raising fears of JNIM taking over Bamako or Ouagadougou, according to ACLED data.
  • It has expanded operations into northern Benin and Togo, conducted outreach to the Fulani pastoralist group, and aims to impose Islamic rule across the Sahel, analysts said.
