After Starshield interruption, Ukraine wants to build its own satellite communication network with ICEYE and Nokia

Ukraine will expand use of Finnish satellite capabilities as Starlink disruptions exposed the risks of relying on a single foreign provider.

  • On Oct. 22, President Volodymyr Zelenskyy and Finnish Prime Minister Petteri Orpo announced seven agreements worth roughly $337 million, including a letter of intent with Nokia and ICEYE to develop a sovereign satellite communications network.
  • Recent Starlink throttling overnight on Oct. 13-14 exposed the severe risks of relying on foreign-controlled satellite providers, as the disruption crippled Ukrainian drone operations and hindered frontline military communications.
  • ICEYE CEO Rafal Modrzewski stated Ukraine needs "secure, sovereign and high-performance satellite communications systems that it controls," while Zelenskyy called the partnership "important for our defense and for Ukraine's resilience."
  • Developing this domestic infrastructure aims to give Ukrainian forces "control over the connectivity it depends on," ensuring mission-critical systems remain functional regardless of foreign policy shifts or service restrictions.
  • Meanwhile, the European Union is negotiating Ukraine's access to its secure satellite communications program, with commercial services potentially expanding in early 2027 to reduce dependence on non-European providers.
