- Illinois Secretary of State Alexi Giannoulias spearheaded the micromobility initiative to address safety gaps, as high-speed devices capable of exceeding 50 mph have previously operated in a legal gray area without state regulation.
- House Speaker Emanuel Chris Welch, whose district contains the Broadview Immigration and Customs Enforcement facility, led the detention center ban creating 1,500-foot buffer zones around schools, homes, churches and other community locations.
- Under the new regulations, e-bike riders traveling faster than 28 mph must obtain driver's licenses, insurance, titles and vehicle registration, while younger riders face age minimums of 15 or 16 for lower-speed models.
- These measures now await action from Governor JB Pritzker, alongside other approved bills targeting children's social media safety and expanded voter registration in high schools, with implementation beginning next year.
