Russia's political and military leadership should bear criminal responsibility for the war in Ukraine — so President Alar Karis said in a speech before the UN General Assembly. In the President's view, the World Organisation Security Council should also be reformed, as it is currently paralysed by the veto rights of countries committing crimes against war and humanity.
